Job ResponsibilityEnsure all requirements in Flange Management are implemented and complied with during turnaround execution. Ensure all flange management resources are trained and certified, equipment is calibrated, and only qualified service providers are engaged.
Preparation Phase
o Develop and document turnaround inspection and quality plans. Train key stakeholders from Operations, Technical, Maintenance, contractors, etc. on their roles and expectations in turnaround inspection and quality management to ensure full compliance.
o Define and develop turnaround inspection and quality roles and responsibilities. Document and propose resource needs to Turnaround Lead.
o Prepare Turnaround QA/QC document.
o Agree with the customer the quality system, engineering systems of work and audit the compliance with
o the system in the preparation phase through to execution
o Set up the document control and filing systems required for the turnaround.
o Set up the agreed inspection and test requirements for the turnaround.
o Review and Update the Quality Manual.
o Brief the turnaround execution team on the quality control procedures, targets and systems for the turnaround.
o Attend and participate in the turnaround planning meeting and any other meeting as and when required.
Execution Phase
o Provide inspection and QA/QC inputs to scope collections, work packs preparation, scheduling, discovery / troubleshooting to ensure all inspections and QA/QC activities are adequately addressed in scope collection, planning, scheduling development and discovery scoping.
o Liaise with the Area Coordinators/Supervisors regarding problems relating to the quality systems and resolve actions.
o Liaise with CLIENT Inspection regarding equipment Inspection and test requirement and technical issues.
o Review scope changes and discovery work requests to ensure additional works are executed with adequate inspections, testing and QA/QC requirements in accordance to turnaround inspection and quality plans.
o Lead field inspection and QA/QC resources (including contractors), ensure all inspection, testing and QA/QC activities are executed according to plan, schedule and meet established quality expectations. Prompt reporting and resolution of any quality non-conformance.
o Sustain field coordination processes i.e., request for inspection (RFI), hold for inspection or hold for witness, etc. to minimize interruptions during turnaround execution.
o Coordinate and collaborate with Turnaround Planner / Scheduler, Execution Leads / Coordinators to establish inspection, testing, QA/QC and handing over activities look-ahead to avoid unnecessary hold up on progress or impact to schedule during execution.
o Coordinate and collaborate with Discovery / Troubleshooting team to ensure all discoveries are promptly resolved with effective recommended actions, embracing recognized and generally accepted good engineering practices
o Assist the Area Coordinators on the quality system, non-conformance, and corrective action.
o Required to be at site all time during the WORKS to monitor the overall quality standard and workmanship.
o Responsible to Quality monitoring system and maintain QA/QC records.
o Control of CONTRACTORS's / Sub-Contractor's Performance Measurement.
o Ensure that all work registered in the worklist and emergent/defect works are completed
o work closely with operation and maintenance teams to ensure Turnaround meets its deliverables and reporting to the Turnaround manager
Post Turnaround Phase
o Compile all TA quality related records, checklist, certificates, and Scheme of examination.
o Manage and process TA lesson learnt and audit report.
o Contribute to TA final report on Quality Related issue.
