Job ResponsibilityTurnaround Planner (Heat Exchanger) provides technical support for reliable and efficient operations of heat transfer equipment. This includes both fired and unfired equipment such as furnaces, boilers, flares, thermal oxidizers, air preheaters, SCRs, flares, air-cooled heat exchangers, plate-and-frame heat exchangers, and tube heat exchangers.
Responsible to the Area Coordinator to meet the agreed targets on Safety, Quality and Duration for the Opening, Bundle Pulling and Cleaning of Heat Exchangers during the turnaround/shutdown
ROLES:
o Provide technical assurance on the design, selection, construction, commissioning, and start-up of heat transfer equipment.
o Provide technical assurance for plant projects that affect fired and unfired heat transfer equipment, including field construction support, assurance of conformance with design specifications, and non-conformance resolution.
o Provide technical assurance on the design, selection, construction, and maintenance of refractory materials and refractory-lined equipment in consultation with refractory specialists.
o Knowledge of API and ASME codes and assist to ensure project or equipment meets industry codes, refinery engineering practices and specifications.
o Provide advice on maintenance and operational issues, including troubleshooting and root cause analysis.
o Support and guide operations in measures to improve efficiency and emission reduction.
o Provide operational support during start-up, troubleshooting, and incident and near-miss investigation.
o Assist in the planning and execution of heat transfer equipment maintenance.
o Assist with the inspection of heat transfer equipment during turnarounds.
o Develop equipment data sheets for new and repaired equipment.
o Develop refractory dry out guidelines for refractory installations.
o Manage the spare flare tip inventory and coordinate repairs and replacements.
o Provide training and mentoring to Operations and other disciplines at the site around heat transfer.
o Recommend heat transfer equipment replacement or improvements and initiate project funding requests to improve reliability.
o Conduct rating and vibration analysis of heat exchangers.
Preparation Phase
o Site verification & Produce JMS for Heat Exchangers, MCS, etc. as per the worklist.
o To ensure all materials are ordered and on site when required.
o Participates in developing the Job Hazard Analysis (JHA), risk assessment and the mitigation measures
o To carry out JHA on major/critical equipment.
o Ensure good planning updates to the Planning Coordinator.
o To attend the daily preparation meeting, highlighting work progress and constraints.
o To attend the Kickoff Meeting with Sub-contractors, emphasizing work scope, quality, duration, and cost control.
o Prepare and issue work packages to CLIENT for approval.
o Monitor the turnaround preparation work to ensure completion i.e. Scaffolding lagging, prefabricationExecution Phase
o During the turnaround, ensure the Heat Exchangers activities are to be executed as per the planned schedule.
o During the turnaround, run the defect system with the Area Coordinators and liaise with the Plant Technical team on specification of the work.
o Run the planning update meeting with the Area Teams/Contractor to record progress for updating the schedule.
o Produce JMS, MCS, etc., plan it and assist with the distribution of defect system to the various Area Coordinator for additional and emergent works.
o Be proactive in the Safety Auditing scheme and always monitor compliance with the safe systems of work.
Post Turnaround Phase
o Prepare a report on the findings/recommendation and lessons learnt during the turnarounds and submit to Area Coordinator.
