Job ResponsibilityPre-Tender Stage
o Prepare project preliminary budget and updating the preliminary budget.
o Preparation of tender documents.
o Liaise with the Consultants for the pre-tender estimates.
o Prepare the approved list of tenderers and shortlist for tenders.
o Organise tender interviews.
o Cost analysis: -
o Review pretender estimates, analyse on tenders submitted
o Elemental cost analysis for building and fuel system works
o Carry out cost economic study of alternative specification and design
o Review tender and contract document.
o Site visits and reports.
o Coordination of procurement exercise, which include calling of tender, review tender report, attend tender interview, negotiate and finalise award.
o Evaluate and recommend the successful tenderer for Management's, Tender Committee's and Board's approval.
o Carry out cost economic study (value engineering) of alternative specification/design.
o Review and rationalization of rates.
o Oversee the whole tender exercise.
Post-Tender Stage
o Prepare the letter of awards for the successful tenderer.
o Notify the various parties on the identity of the successful tenderer.
o Rationalization of rates, contract binding & signatory.
o Supervise the cost control measures and ensuring compliance by the various parties.
o Carry out site valuation and process interim progress claim on monthly basis.
o Review quotation or claim for variation works submitted by contractors.
o Prepare and/or review final account.
o Assisting in cost control by monitoring and evaluating RFVs.
o Preparation of financial statement.
o Oversee the proper contract administration by the respective parties.
Others
o Pre-qualification of Contractors, Suppliers & Consultants.
o Liaison with clients, external consultants, contractors/suppliers.
o Interdepartmental co-ordination activities.
o Planning and allocation of job duties.
o Ensure that all members of the tender teams are fully aware of their respective roles, responsibilities and input.
o To ensure all filing and documentation follow the Department operation and ISO Procedure.
o Provide assistance to business development unit in the preparation, compilation and submission of business proposals.
o To comply and adhere to all matters pertaining to Quality, Safety & Health and Environment related to the job scope and workplace as required by the Company.
o Perform miscellaneous job-related duties as and when required or attend ad-hoc matters assigned by Superior.
