Job ResponsibilityQHSE Manager:
o Ensuring fleet's and office's full compliance to clients' and regulatory authorities' HSE requirements.
o To lead with fleet-wide ISM implementation and compliance.
o Supervision of Project QHSE and Medical staff.
o Attend pre-job, planning and other client meetings as required.
o Conducts regular audits and inspections at project locations.
o To lead on Investigation or arrange for all accidents and near-misses be investigated, prepare report of findings and recommendations to prevent recurrence and implement approved course of action.
o Development and implementation of QHSE Plans and emergency response plans that comply with Company policies and procedures as well as local client requirements.
o Provide relevant information for monthly QHSE reports and conduct QHSE presentations and training to employees as required.
o Promote a positive Company image during the course and scope of the performance of these duties.
o To lead in evaluation and selection of subcontractors on the basis of their QHSE performance.
o Provide QHSE input for the proposals group bids / tender preparation.
o Supervise the maintenance of company QHSE statistics, analyse trends and propose and take remedial action where necessary.
o Performs and assumes other duties and responsibilities as may be required by immediate supervisor.
o Overseen and participate for any operation matters (activities or inquiry) within fleet.
o Responsible for monitoring certification according to Class & Flag regulations.
o Participate in ship delivery
o Planned/ carry out ship inspection as per company KPI's
o Overseen and review monthly report receive from vessel
o Participate and members in Emergency management Team
o Involve in incident investigation
o Lead internal auditor in ISM & ISPS
o Overseen and review incident investigation process
o Participate in management engagement with ship crew.
o Attending monthly performance meeting with client
o Overseen and review Management committee meeting
o Participate in Quarterly HSSE meeting
o Responsible as Deputy Designated Person ashore
o To review company SMS if needed.
DPA:
o Assume and discharge all duties and obligations of DPA under ISM code.
o Maintain continuity improvement in COMPANYs SMS implementation and reports the effectiveness to the Managing Director.
o Plan and implement COMPANY and vessels internal audits.
o Addition to actions on the SMS Document Acknowledgement, plan and execute COMPANY's SMS review and Management Review programs.
o Provide shore assistance to the COMPANY's managed vessels
o Ensure adequate and nurture shore-based support is made available to the vessel in any kind of contingency;
o Analyze the cause of accidents, incidents, near miss, Non-conformances (NC) reports and hazardous occurrences and identify the root causes with COMPANY Board of Inquiry (BOI) Team.
o Ensure that necessary Corrective and Preventive Corrective Actions (CAPA) are followed and close out in timely manner to prevent the recurrence.
o Recommend and enforce revision changes to the COMPANY's SMS were reasonably practicable and applicable.
o Ensure that the COMPANY's SMS is properly disseminated across the fleet and COMPANY employees / personnel and cultivates effectively.
o Frequent coaching and training of vessel and shore personnel in the implementation of COMPANYs SMS.
o Ensures correct Contingency Plan, ERP and Incident Notification or Reporting Procedures are properly and followed.
o You will be instructed by our management to familiarize with our offshore operations and activities. You may be asked to travel and stay onboard our vessels when you are offshore.
