JOB OVERVIEW
Under the guidance and direct supervision of the Public Health Medical Specialist in the HIV/STI/Hepatitis C Sector, the Prevention & Care Officer is responsible for planning, developing, implementing, monitoring and evaluating activities related to prevention programs, i.e HIV Self-Testing, PrEP and more. In addition, the Prevention & Care Officer will support strengthening the community system strategies outlined by the Malaysian AIDS Council and the Ministry of Health, Malaysia (MOH).

SPECIFIC KNOWLEDGE/SKILLS/ABILITIES
1. Able to work in the HIV/STI/Hepatitis C Sector in Putrajaya.
2. Demonstrate experience in project management and community work.
3. Experience working with cross-functional teams within and outside of the organization.
4. Well versed in issues related to HIV, STI/STD, Hepatitis C and other infectious diseases, with hands-on experience working with communities.
5. Should possess a working knowledge of technical and programmatic in HIV, STI/STD, Hepatitis C and other infectious diseases issues in Malaysia and the approaches to address them.
6. Knowledge of evaluation methods, both quantitative and qualitative, is required; with the ability to produce analytical and well-presented project reports and proposals.
7. Proven experience in working with key populations.
8. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at national, regional and district levels.
9. Excellent communication skills and a team player.
10. Willingness to travel regularly and in difficult circumstances.
11. Able to work independently and take initiative.
12. Computer literate and experienced in using Microsoft Office Package. Knowledge of other relevant software is an added value.

RESPONSIBILITIES & DUTIES
1. Working closely with HIV/STI/Hepatitis C Sector at MOH to implement all HIV, STI/STD, Hepatitis C and other infectious diseases prevention programs.
2. Support the HIV/STI/Hepatitis C Sector to develop an M&E tool to keep track of the progress of the project.
3. To oversee the overall project implementation throughout the grant period. This includes ensuring the projects are in accordance with the activity work plan and budget.
4. Ensure transparent and efficient management of budgets for project implementers and funder's reporting on a timely basis.
5. Coordinate the review and analyses of the consolidated project and financial reports, and identify key issues in implementations.
6. Actively collaborate with Program Division Team, Partner Organizations, stakeholders and other relevant parties to achieve the intended outcome.
7. Research and obtain documentation for meetings/discussions in advance and discuss with relevant team members and stakeholders on pertinent issues.
8. Advise the HIV/STI/Hepatitis C Sector and the Malaysian AIDS Council on the development and implementation of sustainability strategies for the project in order to ensure that its impacts are sustained.
9. Provide day-to-day administrative and management inputs to the project team ensuring smooth implementation of the projects.
10. Keep track of all participant progress & quality check of the projects via the websites and document all success stories from the project implementation.
11. Conduct field visits as required.
12.Undertake other responsibilities not outlined above which are commensurate with the role of the Officer, Prevention and Care which have been discussed and agreed upon between the Director, Programme and Ministry of Health, Malaysia (MOH) and the post holder to further aims of MAC.
